Work force projects
In April 2011, Milaha Port Services adopted a new program designed to make our workforce as productive as possible, reducing labor costs, improving customer service, optimizing manpower, operational efficiency, integration, automation, forecasting and increased utilization, and balancing supply and demand.
In March 2012, the new system went live with the implementation of the Rostima Labour Management System, to help manage the labour allocation efficiencies of more than 1,450 employees within Milaha Port Services, throughout our different locations. Our goal is to enhance manpower utilization, and to find the most efficient approaches and concepts to develop the most effective methods increasing productivity.
At present, the Central Planning Team (CPT) manages and operates the system from our head office, with a team of six highly skilled workforce planners capable of strategizing the allocation of the port workforce by maintaining an accurate database (e.g. work hours, scheduling and overtime requirements) to improve port operational efficiencies and enhance productivity.
A process improvement plan was introduced with the objective of raising the overall performance of Milaha Port Services to internationally recognized operational standards. We compete on quality; made possible in part by our comprehensive and evolving database.
Achievements
- Refined and improved the selection criteria for hiring staff, internal promotion for existing employees and the use of scientific assessment approaches, including PI (psychometric testing) and PLI (Professional Learning Indicator );
- Support and administer effective internal policies, including standard operating procedures, company policies, and all rules and regulations;
- Well-defined workforce KPIs /Performance Contracts;
- Clear visibility on the annual Manpower Budget based on Gang Structure Study’s project;
- Applying Six Sigma and Process Excellence methodology;
- Comprehensive Employee data base, (Manpower forecasting, Training levels, Skills pool);
- Automated, systematic rostering and allocation, leading to a reduction in time and effort for the planning process, minimizing administration and decreasing errors;
- Fair, transparent and balanced scheduling and allocation (including overtime equalization);
- Centralized, standardized planning and management of employees;
- Improved management reporting, making key data more visible to support better decision-making, ensuring compliance with a wide range of relevant legislation, and solving business problems related to staff, (Real-time Information Flow);
- Workflow-driven: All projects and workforce processes are designed, controlled and audited using a built-in graphical workflow engine;
- Providing organization and work breakdown structures to create, manage and report on functional and approval hierarchies, and to track information at any level of detail.
Training
Milaha Port Services’ philosophy is that our people are our most valuable assets. For this reason the Port Services Training Section strives to enable employees to perform their duties to the highest standards by providing them with access to accredited training programs which will enhance and promote their professional knowledge, skills and ambition.
The heart of Milaha Port Services’ training concept embraces “the 70/20/10 principle”. This principle suggests that 70% of an employee’s development stems from on the job experiences, 20% from interaction with others and 10% is the result of formal training and coursework.
Our mission is to provide value-added services to all of functional departments, with an emphasis on Safety and Operations. We continuously work to derive the maximum benefit of our personnel’s potential, and to implement the training and professional development process to ensure the attainment of the knowledge and skills required to meet changing needs of the workplace. We achieve this through seamless, consistent, customer focused, and QUALITY-DRIVEN programs.
Achievements
Milaha’s Vice President of VP Port Services, Mr. Peter Hope, placed an emphasis on the importance of training and investing in employees as one of the main drivers of achieving the company targets in a structured and timely fashion.
In 2011, Milaha Port Services established a training section leaded by Mr. Mohamed Nada, the Assistant Training Manager, and began an internal training course program which focused upon Operations and Safety. The training section produced significant achievements within a short period of time, including improved safety performance, the training of workers and staff (more than 1000 employees annually) based upon internationally recognized standards, qualifying a pilot group of supervisors and charge hands by delivering more job specific long-term training programs of working at heights training, ship working and wire lifting, lashing un-lashing, ISO awareness, TOS systems, ROSTIMA courses, and safety certificates.
HSSE
Milaha Port Services’ Health, Safety, Security and Environment (HSSE) program is an organized approach to achieving our HSSE goals, objectives, and targets, and managing the HSSE risks and hazards associated with our business. Our ultimate goal is to protect our employees, the public, third-party cargoes, our property, and the environment in which we work and live. We understand and are committed to the importance of benchmarking HSSE Best Practices, including goal-setting, making measurable improvements, and meeting our organization’s HSSE Policy. This includes full compliance with all local legal requirements to achieve the best interests of our customers, employees and all other stakeholders. We are committed to the continuous improvement of HSSE management practices.
Many of Milaha Port Services’ HSSE achievements are the result of programs planned with specific, measurable, attainable, relevant and time-bound targets which were implemented over the past several years, and more methodically from 2010 onwards. Such ongoing progress depends on the foresight to plan and the commitment to execute.
Achievements
Recent Milaha Port Services HSSE accomplishments include
- Significantly reduced Personal Injury, Stevedore/Property damage rates compared with previous years;
- Four million accident-free man hours as of the end of May 2014.
- Annual Safety Refresher Training for more than 1,000 employees in only one month;
- The creation of a First Aid clinic at Doha Port;
- The initiation of a process of improving the bunkering permit and work permit procedure at Doha Port;
- Conducting emergency drills ( Fire, Spill, Injury, evacuation…etc.) to understand the emergency response procedures at all relevant premises;
- The effective communication of relevant safety aspects to employees through onsite safety campaigns and safety communication boards.
